Tried to look up Encore on the Mesa, California Terrace, and The Villas but no luck. Would be interesting to see where those are today. Probably a bit more than 18-25K I’d guess.
Judging by the hill on the left and the Mission Gorge exit, I’m guessing that the photo is of the I-15 southbound just before the I-8 exchange. Near where the Murph was.

Built 1979? Were there really homes for sale in that range then? Trying to figure out the cars in the pic. Definitely a lot of early/mid 70’s cars there so that makes sense but still is surprising. I lived in a 3/2 1400 sq ft home in Serra Mesa above the stadium that sold for 103K in Aug 1986. I know there have been about 3-4 significant price leaps here over the decades….that might have been the big first one.
The bulk of them were built in 1979, but the tract goes back to 1972. Here is a 2br/2ba, 1,015sf model that could have been the one advertised for $17,990:
